In addition to Sam Broadcaster you need to install Skype (if it is not already installed) and a special virtual audio cable driver VAC (Virtual Audio Cables) to distribute audio streams.

VAC consists of two necessary modules: the Virtual Audio Cables driver itself and Audio Repeater. After starting VAC in Control Panel you need to set the number of cables: there will be three, and then press Set.
Skype
In Skype, go to the tools, then to the settings. In the settings under the Audio Setup tab, check the Audio Input that is set to your audio card and the Audio Output that is set to Virtual Cable 2.

In the Voice FX window, go to Config, and set a few parameters:
